Through the investigation of nine ongoing cases, this project reveals opinions from four dimensions: governmental organization, investor, the public and non-governmental organization, each of them provide various and conflict aspects in understanding expert mechanism within Environment Impact Assessment. The main theme of this project focuses on the issue of representation, i.e., whether this mechanism can stand for the interest of each group but maintain its professionalism.
